Clinical/Academic Funding Plans

The work of Clinical/Academic Funding Plan (C/AFP) physicians is governed by the C/AFP Agreement. 

The C/AFP Agreement applies to all C/AFP departments and physicians. The contract is accompanied by a different schedule for each C/AFP department. Physicians can obtain a copy of their department-specific schedule and deliverables from their Department Head.


C/AFP Agreement

The C/AFP Agreement is retroactive to April 1, 2023, and expires on March 31, 2027.

Physicians paid through C/AFP contracts also benefit from portions of the Physician Agreement, such as the CMPA rebate (also known as the physician liability premium, or PLP, rebate), and access to health, dental and other benefit programs administered by Doctors Nova Scotia (DNS). 

Department-specific funding

The Master C/AFP Contract negotiations determine how much funding flows from the Department of Health and Wellness (DHW), Dalhousie University, Nova Scotia Health (NSH) and IWK Health to fund the clinical and academic work performed by each C/AFP department.

C/AFP department schedule

Each department has its own schedule. The schedules outline:

  • Base funding (by source)
  • Complement of current FTEs and any approved new FTEs
  • Departmental deliverables

Physicians can obtain a copy of their department-specific schedule and deliverables from their Department Head.

Deliverables template

Each C/AFP Department Head, working with DNS, negotiates the department’s deliverables with the DHW, Dalhousie University and the health authorities. Each Department Head ensures the department is meeting the targets and measurements as set forth by the stakeholders. Individual physicians are accountable for deliverables as outlined in their individual practice profiles provided within their practice plan. 

Practice plan

Each C/AFP Department Head is responsible for creating a departmental practice plan. This is an internal arrangement among the C/AFP physicians in that department, which outlines roles and responsibilities and determines the revenue-sharing mechanism.
